Description
The City of Indio is soliciting a qualified consulting team to prepare a comprehensive Parks Master Plan serving as a policy and implementation document for parks, recreation facilities, open space, trails, and recreation programming through 2040 and beyond. The work includes an inventory and condition assessment of City-owned and joint-use facilities; GIS-based park access, service-area, demographic, and Environmental Justice analyses; community engagement; recreation demand and level-of-service analysis; ADA and climate-resilience planning; park design and classification standards; active transportation and trail connectivity analysis; joint-use agreement evaluation; and a legally defensible Quimby Act Nexus Study. The selected consultant will also develop a prioritized Capital Improvement Program with planning-level cost estimates, phasing, funding strategies, implementation actions, and performance indicators. Required final work includes the Parks Master Plan, supporting technical memoranda and reports, CEQA documentation, presentations to the Planning Commission, Community Services Commission, and City Council, accessible and print-ready PDFs, editable source files, and GIS data packages.
