The City of Washougal is soliciting statements of qualifications from qualified multidisciplinary consultant teams to provide professional landscape architecture, architecture, engineering, and related services for a new permanent Veterans Memorial at Washougal Memorial Cemetery. The memorial must recognize all six branches of the United States Armed Forces and support ceremonies, reflection, education, and year-round visitation. The scope includes site planning and design for an ADA-compliant arrival and circulation system, accessible parking or drop-off, continuous accessible routes, gathering areas, seating, viewing areas, monument and recognition elements, hardscape, landscaping, flagpoles, lighting, and ceremonial features. The design must protect graves, preserve cemetery access and operations, address utilities, drainage, maintenance, adjacent uses, and future cemetery needs, and produce a complete base project that can be bid and constructed within available funding. The existing Veterans Memorial will remain in place and is excluded from relocation, alteration, reconstruction, or incorporation into the new memorial. The selected consultant must use the 2024 conceptual site study as reference material, verify prior information, comply with applicable tribal consultation conditions, and obtain written authorization before any ground-disturbing investigation or work.
