Description
The National Park Service (NPS) is conducting market research to determine the availability and capability of qualified businesses to provide Construction Management Representative (CMR) services. The Government is considering establishing multiple Blanket Purchase Agreements (BPAs) or another multiple-award contracting vehicle. The contemplated vehicle may contain two functional areas: Functional Area 1: Building and Utility Facility CMR Services, and Functional Area 2: Transportation Infrastructure CMR Services. Services common to both areas include observing and documenting construction progress, supporting quality assurance, reviewing submittals and RFIs, preparing reports, monitoring safety, reviewing schedules, developing cost estimates, assisting with change management, reviewing payrolls, tracking deficiencies, and using construction management software. Assignments may be nationwide and may require full-time or intermittent on-site coverage, extended deployment, and short-notice mobilization. The anticipated ordering period is 5 years, with an estimated 60 requirements per year, each ranging from $100,000 to $1,000,000. Interested firms are invited to submit capability statements addressing their business information, functional-area interest, relevant experience, staffing, geographic capacity, and organizational conflicts of interest.
