Description

Alameda County seeks a qualified consulting firm to perform comprehensive condition assessments, surveys, and inspections for nine passenger elevators at three County buildings in Oakland, then develop and support implementation of modernization projects. The scope includes site assessments; maintenance, repair, remaining-useful-life, reuse, budgeting, and scheduling recommendations; CSI Master Format modernization specifications; review of County front-end documents and bid exhibits; bidding and award-support services; submittal and shop-drawing reviews; construction-phase site visits, progress and punch-list reviews; RFI and change-order evaluations; AHJ coordination and approval documentation; and warranty-period inspections and closeout reporting. The six-phase turnkey engagement covers condition assessment, document preparation, bidding, submittal review, construction support, and warranty-period services. Staff performing direct work must hold current NAESA International Qualified Elevator Inspector certifications, and the bidder must demonstrate at least five years of similar consulting experience and submit at least two comparable elevator assessment/modernization reports. Direct project services must be performed by the contractor's employees; subcontractors may perform only services not directly related to the project. The contract term is three years, with two additional one-year renewal options, and the awarded consultant will be ineligible to bid on subsequent elevator modernization solicitations developed from its work.
