Description

The City of New Haven is seeking qualifications from a multidisciplinary consultant team to develop a comprehensive Reconnection Plan and Implementation Strategy for the I-91 corridor and adjacent study area. The two-year planning process will address mobility, multimodal accessibility, transportation safety, land use, environmental conditions, economic vitality, neighborhood cohesion, housing, sustainability, climate resilience, and equitable development. The study area extends from the I-95 interchange at Exit 1 through Exit 8 and includes approximately a one-half-mile buffer of adjacent surface roadways, neighborhoods, and related areas; the consultant will help refine the project boundaries and termini. The scope includes project management; multilingual community and stakeholder engagement; existing and future conditions analysis; GIS and data visualization; traffic, safety, pedestrian, bicycle, origin-destination, environmental, climate, land-use, zoning, economic, and fiscal analyses; alternative generation, screening, feasibility assessment, and prioritization; urban design and land-reuse concepts; anti-displacement and housing strategies; and a phased implementation roadmap. Deliverables include technical and engagement reports, concept drawings, feasibility and screening documentation, cost ranges, funding strategies, and a final Reconnection Plan. The work will use transportation planning best practices and FHWA Planning and Environmental Linkages and NEPA frameworks, in coordination with the City, Connecticut Department of Transportation, regional partners, and advisory boards. This is a qualifications-based selection; respondents may propose the full scope or defined task components, and pricing is not requested at this stage.
