The General Services Administration, Federal Acquisition Service, is seeking a contractor for recurring removal of government-generated mixed metals scrap from designated U.S. Army Corps of Engineers Pittsburgh District facilities in Pennsylvania, Ohio, and West Virginia. Materials may include steel and other ferrous metals, aluminum, copper, brass, wire, cable, and other ferrous and non-ferrous materials. Historical generation is estimated at approximately 150 tons annually, but no quantity, volume, number of removals, or material composition is guaranteed. The contractor must provide containers, trucks, trailers, qualified drivers, transportation equipment, and other resources necessary for removal. The primary facility requires two maintained 30-yard roll-off containers; other locations generally require one 30-yard roll-off container for live-load removal when requested. Contractor cutting, torching, dismantling, crushing, or other onsite processing is prohibited unless approved in writing. All material must be recycled as material content only, and resale or disposition as usable property is prohibited. Bidding is based on a whole-percentage Contract Bid Percentage applied to a specified monthly steel-scrap market price, with billing based on actual net weight in long tons. A mandatory pre-bid inspection is required.
