Description
The Department of Veterans Affairs is seeking on-call, as-needed facility scrap removal, recycling, transportation, and disposal services for the Louis Stokes VA Medical Center and associated Northeast Ohio VA Healthcare System facilities. The contractor must provide labor, a minimum 26-foot box truck or similar vehicle, loading equipment and labor, transportation, authorized recycling or disposal, release documentation, reporting, and remittance of 100% of recycling proceeds to the VA without deductions. Pickups must be completed within 48 hours of notification from an authorized requester, and each truckload is a separately billable pickup. Disposal, tipping, processing, fuel, and related costs must be included in the applicable per-pickup price. Acceptable materials include non-hazardous metals, plastics, wood, ceramics, glass, and unserviceable equipment; hazardous materials, liquids or gases, biomedical waste, IT equipment requiring data sanitization, and other specially regulated materials are prohibited. The contract is a Total Small Business Set-Aside and consists of a base ordering period plus four additional ordering periods on an indefinite-delivery, on-call/as-needed basis. Quotes must include administrative, technical, pricing, and past-performance materials, including the corrected native Excel price schedule, technical approach, communication and ordering plan, quality control plan, reporting and tracking procedures, limitations-on-subcontracting worksheet, current insurance certificates, and three completed past-performance questionnaires or three client references.
