Description
Wasatch Front Waste and Recycling District is soliciting proposals from qualified Materials Recovery Facility operators to receive, sort, process, recover, market, and manage residential curbside and special-services single-stream recyclable materials. The scope includes processing approximately 19,000 historical annual tons, identifying and marketing target recyclable commodities, managing contamination and residue, conducting material composition audits, maintaining contingency capacity, and providing monthly and quarterly operational, commodity, end-market, and financial reports. Glass is excluded from the single-stream materials covered by this solicitation. Offerors must submit separate technical and cost proposals. The technical proposal must address qualifications, facility capacity and operations, staffing and equipment, recovery and marketing methods, end markets, contamination and residue management, reporting, sustainability, risks, continuity planning, and required forms and certifications. The cost proposal must separately provide a per-ton processing fee and revenue-sharing model or models. The initial contract term is three years beginning January 1, 2027, with up to two optional two-year extensions, for a maximum potential term of seven years. The District may make multiple awards and does not guarantee any minimum quantity of recyclable material.
