Description
The Township of Millburn is soliciting sealed bids for the collection, removal, and disposal of residential and municipal recyclable materials during the 2027–2031 contract period. The proposed recycling facility must be designated Class A by the New Jersey Department of Environmental Protection, and bidders must be registered and approved by the department with the required Certificate of Public Convenience and Necessity. Addendum #1 provides answers to questions, revisions to the specifications, and a revised bid proposal form; bidders should refer to the addendum for those changes. Bids must be submitted on the Township Bid Proposal Form and include bid security equal to 10% of the total bid, not exceeding $20,000, plus a Consent of Surety from an authorized surety company. The successful bidder must furnish a 100% Performance, Material and Labor Bond. Subcontracting or assignment requires the Township's prior written consent. If a bidder cannot meet the specifications, deviations must be listed on a separate sheet and attached to the bid proposal. Submissions must include one original printed bid proposal, two printed copies, and one electronic copy on a flash drive.
