Description
Ocean County is soliciting a qualified operator for the operation and maintenance of its Northern Recycling Center recyclable materials processing facility in Lakewood Township and for receiving, baling, marketing, and related operations at its Southern Recycling Center in Stafford Township. The scope includes processing single-stream and commingled recyclables; staffing and training; preventive and corrective maintenance; housekeeping; records and reporting; residue handling; marketing and transportation of recovered materials; and provision of required rolling stock. The operator must maintain market specifications, meet a 25-ton-per-hour performance standard, and complete a performance test within 90 days of the contract effective date. The proposal must include an operations plan, experience and reference-facility information, marketing plan, signed market letters of intent, preliminary operations and maintenance manual, financial information, contract proposal, and the prescribed proposal forms. The contract is scheduled to run from January 1, 2027, through December 31, 2031, with the ability to extend it for up to five additional years. A $20,000 proposal bond is required with the proposal, while a $3,000,000 performance bond is required after award. Electronic submission through the procurement portal is mandatory; physical submissions will be rejected.
