Description
The U.S. Army Corps of Engineers, Portland District, is conducting market research for a potential five-year, multiple-award Blanket Purchase Agreement for on-call commercial transportation of USACE equipment between designated Oregon and Washington shore facilities. The requirement covers equipment ranging from approximately 1.5 to 60 tons, including loading direction, tie-down and securement, transportation, unloading, route planning, required overweight or oversize permits, pilot cars and traffic control when required, and spill cleanup. Contractors must provide a suitable DOT-compliant fleet, personnel, rigging, insurance, training, and operating authority. Standard service response is expected within 48 hours of a call order, with best efforts for urgent requirements within 12 hours. This is a Sources Sought Notice/Request for Information for market discovery, not a solicitation or commitment to award a BPA. Interested firms should submit an electronic PDF capability statement of no more than eight pages, excluding standard licenses and certificates, addressing company information, CAGE code and UEI, business size and socioeconomic status, relevant commercial heavy-haul experience, and feedback on commercial pricing, weight tiers, insurance, and call-notification practices. The draft BPA anticipates a five-year ordering period, a maximum total capacity of $280,000, estimated annual volume of $52,000 to $60,000 with no guaranteed minimum, and individual call orders capped at $25,000.
