Description
The City of Claremont is soliciting proposals from qualified contractors that own and operate a permitted material recovery facility (MRF) to receive, process, recycle, and/or dispose of commingled recyclable materials collected within the City. The contractor must provide all labor, equipment, materials, supervision, and facility capacity necessary to maximize diversion and comply with applicable federal, state, county, and local requirements, including California Senate Bill 54 and CalRecycle requirements. The contractor must maintain load and weight records, provide monthly tonnage and material reports, submit quarterly waste-characterization reports, and maintain the MRF in an operational condition. The proposal requires City-provided forms covering the contractor’s organization, cost, experience and financial responsibility, ability to provide services, workforce, and insurance compliance, along with supporting documentation. An optional additive alternate requests pricing to transfer recyclable materials from the City Yard to the contractor’s MRF by trailer. The agreement provides for a three-year term with two optional one-year extensions.
