Description
The Lawrence-Mercer Recycling and Solid Waste Department is soliciting bids for collection and transportation of recyclables from countywide drop-off depots in Lawrence and Mercer Counties. Bidders must submit pricing for both Option A, using county-owned vehicles for commingled fiber, and Option B, using contractor-provided vehicles, along with pricing for other services. The submission package must include the Proposal Cover Sheet, Bid Bond, Non-Collusion Affidavit, Articles of Agreement, Statement of Qualifications, Proposal Forms 1 through 5, and the required pricing response templates. Proposal Form 1 covers the contractor's operational plan; Form 2 covers personnel and subcontractor experience; Form 3 covers equipment schedules, locations, tonnages, service schedules, and maintenance; Form 4 covers past performance and contractor experience; and Form 5 certifies the recycling facility's ability to accept and process collected recyclables. A mandatory pre-bid conference is required, and bids must be submitted electronically through the designated procurement portal.
