Description
The Towns of Clinton and Old Saybrook are soliciting bids from Connecticut DEEP-licensed solid waste and recycling facilities to accept, weigh, handle, dispose of, and process municipal solid waste and single-stream recyclable materials. The municipalities will deliver the materials to the contractor's facility using their own or contracted collection and transfer vehicles; the contractor is not responsible for collection or transportation. Estimated combined annual volumes are approximately 2,000 tons of MSW and 700 tons of recyclables, although the quantities are not guaranteed. The contract has a three-year base term from July 1, 2027, through June 30, 2030, with two optional one-year renewals. The contractor must maintain applicable permits, licenses, receiving and processing equipment, a certified vehicle scale, records and weight tickets, and sufficient facility capacity and operating hours. Bidders must submit pricing for MSW disposal and single-stream recycling processing, facility permits or registrations, qualifications and at least three comparable references, and a 10% bid bond based on the estimated first contract year value. The solicitation prohibits subcontracting the acceptance, disposal, or processing services without prior written approval.
