Description
The Town of Hampton is soliciting a provider with a state-licensed recycling facility to receive, sort, market, and process single-stream recyclable waste generated by the Town and delivered to the provider's facility. The procurement covers recycling processing only; hauling to the facility will be performed under a separate contract. The provider must supply the necessary labor, equipment, materials, and capacity, comply with applicable federal, state, and local requirements, and be able to begin receiving material on January 1, 2027. Bidders must submit a per-ton processing rate, identify acceptable and unacceptable recyclable materials, and provide an Unacceptable Waste Management Plan addressing contamination audits, potential rate adjustments, and audit notification. The proposal must also include qualifications, three comparable references, licenses for all receiving and processing facilities, and the completed bid proposal form. The contract term is January 1, 2027, through December 31, 2029, subject to appropriation. Required insurance includes general liability coverage of $1,000,000 per occurrence and $2,000,000 aggregate, automobile insurance, and workers' compensation coverage; insurance documentation is required before contract execution.
