Description
The Atlantic County Utilities Authority is conducting a qualification process for firms or project teams to develop a privately financed solid waste conversion facility at the Howard F. Haneman Environmental Park. The selected project team would be responsible for financing, permitting, design, construction, start-up, testing, operation, and maintenance. The facility may process up to 1,000 tons per day of municipal solid waste and other eligible waste streams into energy or reusable resources under a service agreement and site license of up to 25 years. The proposed technology must include robust front-end material sorting and may process municipal solid waste, bulky waste, construction and demolition waste, vegetative waste, and wastewater biosolids. Eligible approaches include advanced sorting, recycling or material recovery, anaerobic digestion, pyrolysis, and hydrothermal decomposition; traditional mass-burn incineration and land application or landfilling of biosolids are excluded. Respondents must demonstrate experience with comparable municipal solid waste processing facilities of at least 100 tons per day and at least one year of satisfactory commercial operation, along with technical, financial, and administrative capability, audited financial information, bonding capacity, reference-facility information, and project economics. Qualified respondents may later be invited to submit proposals through a subsequent RFP process.
