Description
Hidalgo County Sheriff's Office is soliciting an as-needed service provider for post-offer pre-employment, random, reasonable-suspicion, post-accident, return-to-duty, and other employee drug and alcohol testing. Services include urine, blood, hair, and breath-alcohol collection and testing; certified Medical Review Officer, Breath Alcohol Technician, Substance Abuse Professional, and National Certified Addiction Counselor II personnel; certified laboratories; documented chain of custody; confidential delivery of results; and statistical reporting. Testing must comply with applicable local, state, federal, and U.S. Department of Transportation requirements, with approximately 25% random testing for designated employees and safety-sensitive positions. The contractor must support on-site and off-site testing, critical-time-frame testing, private testing facilities, and both normal- and after-hours services. The response must include pricing, certifications, references, required acknowledgments and certifications, insurance documentation, and the completed County forms and response documents identified in the solicitation.
