Description
The Stanislaus Regional Housing Authority is accepting proposals from existing organizations and housing project owners seeking project-based vouchers for new construction, existing affordable housing at risk of losing affordability, or substantial improvements to existing housing. Up to 90 Housing Choice Vouchers are available, including standard and certain special-purpose vouchers. Applicants must provide project, unit mix, rent, utility, accessibility, affordability, management experience, construction-readiness, community-engagement, and financial-feasibility information. Requested HAP Contract terms may be up to 20 years. Proposals will be scored and ranked, with threshold scores of 125 points for new construction and 120 points for existing housing. Required materials include the completed proposal, organization formation documents, evidence supporting claimed location amenities and poverty/resource-level criteria, owner and property-management experience, site control or entitlement documentation when applicable, a complete project pro forma, and any bonus-point commitment letters or certifications. The entire submission must be consolidated into one bookmarked PDF with a table of contents. The package also includes HUD and housing-authority forms, including representations and certifications, a non-collusive affidavit, MWBE information, and Section 3 documentation.
