Description
The Lake County Regional Housing Trust Fund is soliciting proposals from qualified firms for eligible housing projects, including rehabilitation and new construction, acquisition, conversion of market-rate units to affordable housing, preservation of affordable housing, accessory dwelling units, first-time homebuyer and homeownership programs, single-family rehabilitation loans, and predevelopment assistance such as site development, architectural and engineering design, permits, and impact fees. Proposals should align with the Housing Action and Implementation Plan and demonstrate a shovel-ready project, project readiness, a feasible timeline, and the ability to comply with American Rescue Plan Act funding requirements. The maximum award is $1,000,000 per firm, and the solicitation may result in multiple awards. Awardees must provide assurances that the full award can be expended and invoiced by December 31, 2026. Responses must include a signed cover letter, a company profile of no more than two pages, and a work plan describing major tasks, subtasks, and a proposed completion timeline. Electronic proposals may be submitted in Microsoft Word or PDF format, or hard-copy proposals may be submitted as one original and five unbound copies. Evaluation will consider firm experience and qualifications, project design and alignment with the Housing Action and Implementation Plan, and project readiness and timeline feasibility.
