Cherry Hill Township is seeking one firm or individual to assist its Municipal Housing Liaison with affordable housing administration and affordability assistance program services. The scope includes updating affordable housing policies, procedures, affirmative marketing plans, and operating manuals; conducting outreach and collecting data from facility operators; researching and updating affordable-unit information in the New Jersey Department of Community Affairs Affordable Housing Monitoring System; reviewing deed restrictions and affirmative marketing plans; advising third-party administrative agents on compliance; overseeing contracted administrative agents; updating affordable housing webpages; and assisting with implementation of affordable housing mechanisms. The selected consultant must hold Affordable Housing Professional Certifications from Rutgers, the State University of New Jersey, and the Affordable Housing Professionals of New Jersey, maintain those certifications as required, and ensure performing personnel are registered users of the state monitoring system. The consultant must have expert knowledge of New Jersey affordable housing rules and significant municipal experience with affordable housing mechanisms, affordable housing trust funds, and administrative agent services. One firm will be awarded a one-year contract.
