The City of Syracuse is soliciting applications from qualified Community Housing Development Organizations (CHDOs) for HOME Program Year 53 funding covering May 1, 2027, through April 30, 2028. Applicants may seek funding for eligible affordable housing development activities and, subject to program limits and an eligible housing project, CHDO administration and operating expenses. Applicants must certify or recertify as CHDOs and demonstrate the financial management, programmatic expertise, and prior experience needed to develop, implement, and monitor comparable activities. Applications must address applicable federal HOME requirements, including fair housing, affirmative marketing, environmental review, displacement and relocation, acquisition, labor, lead-based paint, conflicts of interest, debarment and suspension, and flood insurance. Required submission materials include the CHDO Checklist and supporting organizational documentation, current Board of Directors information with applicable low- and moderate-income resident certifications, a Board Resolution, General Applicant Information, a Signature Section, Narrative Components, a completed Program Budget, an acknowledgment/agreement, and the specified CHDO appendices. Funding is subject to the City’s review, scoring, spending guidelines, and HUD-related requirements.
