Description
The City of Port Huron seeks proposals from qualified Community Housing Development Organizations (CHDOs) to use HOME funds for an acquisition, rehabilitation, and resale project serving an income-eligible first-time homebuyer. Applicants do not need to identify a property at submission; the selected CHDO will have up to 180 days after award to identify an eligible property within Port Huron. The CHDO must obtain City approval and environmental clearance before acquisition, complete rehabilitation in compliance with HOME requirements, and sell the completed home to an eligible buyer within 12 months of completion, or rent it to an eligible tenant if no qualified buyer has a ratified sales contract within that period. The proposal must demonstrate organizational capacity, experience with federally funded or affordable-housing programs, acquisition and rehabilitation experience, financial capacity, project approach, readiness, and past performance. The application includes a conceptual development budget, implementation narrative, goals and objectives, risk-assessment responses, work references, CHDO eligibility certification, and supporting organizational documentation. Available funding totals up to $128,398.55 for CHDO set-aside activities and $33,048.15 for CHDO operating costs. Reimbursement terms may be negotiated, and specific insurance requirements will be included in the contract.
