Description
The City of Huntington Beach and the Housing Authority of the City of Huntington Beach are seeking one or more qualified consultants to provide professional affordable housing compliance monitoring services. The portfolio includes approximately 50 affordable rental housing developments with more than 2,200 units, and the selected firm(s) may monitor approximately 15–20 projects annually. The scope includes program compliance and fiscal monitoring. Program monitoring includes reviewing regulatory agreements, rent rolls, occupancy reports, tenant income and eligibility files, rent restrictions, fair-housing compliance, recertifications, required disclosures, property management practices, and project records; preparing electronic compliance records and reports; reporting findings and corrective actions; attending meetings; and following up on remediation. Fiscal monitoring includes researching ownership and tenancy history and reviewing loan repayment obligations, financial statements, grant agreements, bank records, tax returns, and audit reports. Proposers must submit a methodology, implementation plan, schedule, staffing and resumes, qualifications and at least five local references for similar services, sample compliance reports, and a fee proposal. The proposal is limited to 20 typed pages, excluding specified items, and must be submitted as one PDF file through the PlanetBids website.
