Description
Lake County is seeking a qualified collection agency to collect fees and costs associated with emergency medical services provided by Lake County Fire Rescue, including reimbursements from current and former employees. The contractor will handle billing, claims filing, invoicing, payment processing, account research, skip-tracing, patient and payer inquiries, statements, payment arrangements, probate and bankruptcy monitoring, customer service, and litigation referrals approved by the County. Services also include multilingual English and Spanish support, a secure patient billing and payment website, electronic access to County accounts and reports, monthly and annual reporting, reconciliation support, and a toll-free customer service number. The contractor must provide the necessary labor, materials, hardware, software, implementation, training, and ongoing technology. Requirements include HIPAA and HITECH compliance, a designated HIPAA Compliance Officer, a written compliance plan, a Business Associate Agreement, secure U.S.-based hosting, data protection, disaster recovery, ADA and WCAG 2.1 Level AA accessibility, continuity of operations, and compliance with applicable debt-collection laws. The response must include a proposed solution, staffing and approach, continuity plan, sample reports, a HIPAA Compliance Officer resume, a Notice of Privacy Practices sample, financial stability information, litigation information, required licenses and registrations, references, completed County forms, pricing, addenda acknowledgments, and insurance evidence.
