Description
Orange County, Florida, is soliciting a web-based application to continuously monitor motor vehicle records for approximately 8,500 active employees and to run driver record checks for prospective and current employees. The system must support Florida and out-of-state licenses, unlimited annual online DMV checks, automated notifications of license-status changes, risk-level assignments, customizable risk parameters, and ad hoc reporting using County data. The contractor will host the application and retain the generated data on its servers, with records retained indefinitely and remaining the property of Orange County. The application must comply with the County's external data-hosting security standards, including encryption of sensitive data, restricted network access, secure transmission, data sanitization, and annual penetration testing or an equivalent external security audit. The resulting requirements contract has an explicitly stated five-year performance period, with pricing based on continuous monitoring, Florida record requests, and reimbursement of out-of-state motor vehicle record fees.
