Description
The City of Oklahoma City and its trusts are soliciting proposals from a qualified operating partner for the MAPS 4 Restoration Center. The selected partner will operate and maintain a facility planned to include a crisis center, limited detoxification services, and an outpatient component focused on long-term behavioral-health and substance-abuse support. Responsibilities include all operating and maintenance costs and expenses, program and service delivery, staffing and management, risk management, quality assurance, public communication, enrollment maintenance, measurable performance benchmarks, and coordination with the City, other MAPS 4 mental-health facilities, community agencies, and service providers. Services may be self-performed or delivered through partner agencies or subcontractors. Proposals must address organizational qualifications and similar-facility experience, financial capacity, programs and schedules, staffing, a five-year operating business plan and budget, fee management, service access for underinsured and uninsured individuals, marketing and communications, risk management, insurance, and measurable benchmarks. A minimum of three references is required, and any proposed partners or subcontractors must be identified with letters of intent. The agreement is stated as a 15-year professional services agreement with three additional 15-year renewal options; the project materials also describe annual renewals at the City's discretion. Proposers must identify a non-municipal source of operating funding or be disqualified.
