Description
The New Hampshire Department of Health and Human Services, Office of Health Access, is seeking one vendor to provide scheduled signed-language interpretation, Communication Access Real-Time Translation (CART), scheduled reader services, and broader communication-access support. Services must support individuals who are deaf, hard of hearing, DeafBlind, have disabilities affecting communication or reading, or have limited English proficiency, as well as Department employees, applicants, clients, public forums, broadcasts, and emergency communications. The scope includes in-person, telephone, video-remote, and written-material communication access; service scheduling and management; qualified and appropriately licensed interpreters and translators; quality assurance; staffing and capacity management; contingency and urgent-request procedures; customer feedback and complaint handling; secure technology systems; and training and technical assistance. Vendors must submit technical responses addressing six mandatory questions, staffing information, resumes for key personnel, an IT requirements workbook, a completed CLAS requirements appendix, a transmittal letter and vendor information appendix, and a separate pricing workbook with budget narrative and salary-and-wage details. The initial contract term is January 1, 2027, through June 30, 2028, with possible extensions for up to five additional years.
