Description
The U.S. Department of the Navy is soliciting non-personal cultural relations specialist services supporting Combined Joint Task Force–Horn of Africa. The scope includes analysis of local culture, politics, communications, policies, and community sentiment; advisory services; news monitoring and reporting; event and newcomer briefings; liaison support with government and community stakeholders; and development of community contacts and engagement strategies. The contractor must provide written, verbal, and real-time interpretation and translation support. Full proficiency in French and Somali and working proficiency in English are required, with working proficiency in local Djiboutian languages such as Afar and Arabic. Required deliverables include status reports, meeting-impact reports, religious advisory reports, event and newcomer briefings, news and recommendations reports, a community awareness newsletter, a community contacts list, written translations, and interpretation summaries. Primary performance is in Djibouti, with possible support in Somalia, Kenya, Ethiopia, and other countries in the task force area of operations. The period of performance consists of a 10-month base period, a 12-month option period, and a potential 6-month extension period.
