Description
Lancaster County is soliciting bids for the enabling package for its proposed Lancaster County Correctional Facility. The primary work is removal of designated trees at the main site and County Central Park, including cutting, chipping, hauling, and lawful off-site disposal of trees, limbs, brush, and debris. Stumps must remain in place and may not exceed 12 inches above grade; stump grinding, stump removal, root removal, and general brush or undergrowth removal are excluded unless specifically shown. The contractor must protect existing ground surfaces, use temporary matting where needed, maintain safe work zones and pedestrian barriers, repair damage caused by its operations, and complete associated cleanup and stabilization work shown in the drawings. The base bid includes temporary tree protection, erosion and sediment controls where indicated, seeding, mulching, limited stone placement, access and trackout controls, and final grading or topsoil placement where specified. Alternate A1 adds compliance with the approved NPDES permit and erosion and sediment control plan, including installation, inspection, maintenance, repair, replacement, and removal of filter socks and other controls. The contract has a six-month base period, approximately December 2, 2026, through May 31, 2027. Bidders must submit the required bid forms, qualifications and references, and comply with original-signature, notarization, insurance, and payment and performance bond requirements.
