Description
The City of Lancaster is soliciting competitive bids for five separate prime contracts covering general construction, mechanical, electrical, plumbing, and fire protection work for a new Public Works operations facility expansion at the Conestoga Water Treatment Plant campus. The project includes a warehouse with office and archival space, a rock salt storage shed, a covered material storage facility, a lay-down yard, and enclosures for stone, soil, and other Public Works materials. The documents also specify HVAC, plumbing, electrical service, emergency generator and transfer switch systems, structured cabling, access control, fire alarm, and fire-suppression systems. Bidders must submit the applicable electronic bid form and pricing for each selected prime contract, a 10% bid bond, non-collusion affidavit, debarment certification, experience questionnaire, proposed subcontractor list, minority/women/disadvantaged subcontractor compliance form, and surety consents for performance and payment bonds. The selected contractor must provide 100% performance and payment bonds, comply with Pennsylvania prevailing-wage and Steel Products Procurement Act requirements, obtain required permits and inspections, and complete the work substantially by December 31, 2027, with final completion by March 31, 2028.
