Description
The County of Berks, through the Berks County Workforce Development Board, is soliciting proposals from professional organizations to operate a Workforce Training Opportunity in coordination with the Pennsylvania CareerLink Berks County One Stop Operator. The selected operator(s) will provide career-building training or pre-apprenticeship programs, case management, outreach, job placement, employer engagement, credential preparation, data tracking, and related participant support for adults with barriers to employment, including veterans, unemployed or underemployed individuals, and disconnected young adults. Proposed programs must align with manufacturing, healthcare, construction, or agriculture and food production; provide industry-recognized credentials; and operate within an 18-month grant period. The program must support measurable employment and credential outcomes, coordinate with WIOA Title I staff, and include a sustainability plan. Up to three grants may be funded from a total project amount not to exceed $600,000, with at least 60% of grant funds dedicated to individual training costs. Proposals require separate technical and price submissions, including narrative responses, organizational and staffing information, past-performance documentation, financial information, a completed Proposers Fact Sheet, Attachment E Budget Sheets, the Non-Collusion Affidavit, and the Worker Protection and Investment Certification Form.
