Description
Lancaster County Solid Waste Management Authority is soliciting a contractor to provide packaging materials, pickup coordination, transportation, processing, recycling, regulatory compliance, emergency-response support, and documentation for alkaline, rechargeable, high-watt rechargeable, lead-acid, and damaged, defective, or recalled batteries collected at its household hazardous waste facility. Battery-containing devices and electric- or hybrid-vehicle batteries are excluded. The contractor must provide containers, drums, skids or pallets, labels, placards, terminal-protection materials, overpacks, shipping documents, manifests when required, and certificates of recycling. LCSWMA will perform routine physical packaging and daily facility operations, while the contractor must verify shipment preparation and provide assistance needed for compliant transportation. Proposals must identify the respondent’s facilities, equipment, licenses, organization, staffing, key personnel, downstream facilities and vendors, recycling processes, permits, compliance history, safety and emergency procedures, and applicable R2 and/or e-Stewards certification verification. The RFP evaluates technical and financial capacity, guaranteed recycling and processing facilities, three similar-operation reference letters, seven years of similar experience, compliance history, value-added services, and pricing. The contract is for one year beginning January 1, 2027, with up to three additional one-year extensions at LCSWMA’s discretion.
