Description
The North Carolina Community College System Office is seeking a qualified third-party vendor to administer a statewide Workforce Diploma Program in partnership with community college Adult High School programs. The selected vendor must provide a comprehensive virtual program for North Carolina residents age 21 or older who lack a high school diploma or equivalent, including competency-based diploma coursework, academic assessments, transcript evaluations, individualized learning plans, mentoring, milestone tracking, proactive engagement, online tutoring, literacy and numeracy remediation, career advising, employability-skills certification, workforce-credential preparation, and employment-readiness assistance such as résumé development and mock interviews. The solution must integrate with the North Carolina Community College System's Title II Data Management System and related platforms, support secure data exchange and reporting, meet accessibility and FERPA requirements, provide disaster recovery and business continuity capabilities, and satisfy applicable GovRAMP and state security requirements. Responses must address the technical and business specifications, include architecture diagrams, a solution roadmap, integration and implementation plans, security readiness information, references, financial information, and the required completed attachments. The total funding available is capped at $2,150,000, with performance-based payments of up to $7,500 per participant. The initial one-year term may be extended for two additional one-year periods.
