Description
The Ohio Department of Higher Education is soliciting proposals from Ohio state universities and colleges and independent nonprofit four-year colleges and universities for the FY27 Choose Ohio First program. Selected institutions will receive performance-based funding for student scholarships supporting eligible STEM degree and certificate programs, with the expectation of increasing STEM enrollment and completion. Awards may total up to $26.1 million across the funding cycle and will be drawn down over a four-year program period from May 1, 2028, through June 30, 2032, subject to annual performance, appropriations, and Controlling Board approval. Proposals must include work-based learning opportunities for 100% of scholarship recipients, such as co-ops, internships, laboratory research, clinicals, or student teaching. Applicants must address recruitment, student support, eligible programs of study, regional and statewide economic needs, past performance where applicable, a 1:1 matching-funds commitment, and institutional and employer support. Complete submissions consist of an Executive Summary, the completed COF FY27 Application Excel File, and one PDF containing the complete proposal. The project narrative is limited to 21 pages, attachments are limited to 15 pages, and the proposal must follow the specified font, spacing, margin, and section requirements.
