Description
Westmoreland County is soliciting a single-prime contractor for HVAC building automation system upgrades at the Westmoreland County Courthouse and Annex. The work includes replacing obsolete Siemens controls and integrating select mechanical equipment with the existing Johnson Controls/Tridium Niagara front end. The contractor must provide labor, materials, control panels, supervisory and DDC controllers, sensors, wiring, power supplies, relays, network configuration, programming, graphics, alarms, trends, testing, commissioning, and as-built documentation. The scope covers boilers, heat exchangers, air-handling units, rooftop units, chillers, chilled-water pumps, variable-frequency drives, and related mechanical systems. No substitutions are accepted, and the completed system must be fully Niagara-compatible without a separate proprietary front end. The project is a lump-sum construction contract with one prime contractor responsible for coordination, administration, supervision, and any required electrical or mechanical work. Construction is scheduled to begin March 8, 2027, and be completed June 6, 2027. The contractor must comply with applicable Davis-Bacon wage requirements, Buy America provisions, background-check requirements, safety requirements, and a one-year post-installation warranty. A 10% bid bond is required with the bid; the successful bidder must provide 100% performance and labor-and-material payment bonds, a maintenance bond, and specified insurance.
