Description
The Highland Park Housing Authority is soliciting bids for routine plumbing maintenance, repairs, emergency service, and, when necessary, alteration or replacement of existing plumbing systems at Authority-owned or managed properties. The scope includes water lines, fountains, faucets, water heaters, valves, sinks, pumps, toilets, showers, sewer lines, sewer ejectors, house pumps, potable and waste lines, plumbing fixtures, and related plumbing and mechanical systems. Contractors must provide labor, tools, equipment, transportation, permits, inspections, replacement parts, materials, supervision, service documentation, and emergency response coverage. Materials supplied by the contractor must generally be new, with authorized materials invoiced at actual wholesale cost plus a markup not exceeding 20%. Emergency requests require a response within one hour, while standard requests require a response within eight hours, excluding weekends and holidays. The contractor must be a New Jersey-licensed master plumber, provide proof of required registrations and qualifications, maintain adequate replacement-part inventory, and use full-time employees unless approved subcontractors are identified. The contract is for two years with an option for one additional year, and the Authority may award primary and secondary contracts.
