Description
The Chittenden County Regional Planning Commission, in partnership with the City of South Burlington, seeks a consultant or consultant team to develop an implementation-focused plan for a future mixed-use center. Work includes reviewing existing conditions and historic resources; conducting public and stakeholder engagement; developing a community vision, conceptual land-use and urban-design plans, housing and redevelopment concepts, and multimodal transportation frameworks; and performing traffic microsimulation analysis for up to three scenarios. The final plan is to include actionable recommendations, an implementation strategy, public-space and civic-facility recommendations, potential funding sources, and priorities for future studies. The technical proposal must describe the project understanding and approach, methodology, key staff and qualifications, task-level labor hours, schedule, and three references with contact information and descriptions of prior work. Submit a separate cost proposal detailing personnel hours and costs by task, direct expenses, overhead, fees, and costs for proposed subcontractors. The technical proposal is limited to 15 pages, with up to five additional pages for team members’ relevant experience. The maximum project budget is $200,000, split across two fiscal years; the RFP states that $100,000 is already obligated in FY27. The project is expected to begin in late 2026 and conclude no later than winter 2028.
