Description
The City of Midland seeks professional consulting services to modernize seven administrative articles of its zoning ordinance: nonconformities, planned unit development, site plan review, conditional land use, variances, amendments, and administrative organization. The consultant will review applicable legal requirements and precedent, assess existing development-review processes, application requirements, and forms, and recommend changes that improve clarity, consistency, and efficiency. The work also includes researching zoning-administration practices in at least five municipalities, including at least three in Michigan, and preparing a report on findings and legal considerations. Deliverables include progress meetings and monthly reports, a 60% draft and a 90% draft with summaries and responses to City comments, and a final ordinance in redline and clean versions. The consultant must present the 90% draft and final ordinance at three in-person public meetings. Proposals must include a cover letter, statement of understanding, qualifications and experience, approach and methodology, references, and the completed cost proposal and certification statement forms. The contract is to be awarded based on the evaluation criteria in the RFP, with cost accounting for 15% of the score.
