Description
The State of Connecticut Office of the State Comptroller, Healthcare Policy and Benefit Services Division, is soliciting proposals for three pharmacy service scopes: formulary management and advisory services; specialty pharmacy services, including specialty network participation; and PBM administrative services covering claims adjudication, network management, member services, data exchange, reporting, utilization management, and related administration. Bidders may respond to any or all scopes, and the State may make multiple or partial awards. The proposed arrangement must mirror the State’s current multi-vendor pharmacy structure, preserve State ownership of formulary and final decision-making authority, support customized formularies and utilization management, and provide transparent pricing with 100% pass-through of manufacturer revenue. The selected contractor or contractors must support specialty and mail-order pharmacy operations, manufacturer/copay assistance coordination, pharmacy networks, clinical and safety programs, robust claims and rebate reporting, audit rights, data sharing with designated vendors, member and provider education, HIPAA compliance, implementation, and ongoing performance guarantees. The contract is for three years, with two additional one-year options, and requires implementation for live services by July 1, 2027. Proposals must be submitted through the designated electronic procurement portal and include the required technical responses, price proposal worksheet, forms, certifications, redacted proposal, and applicable supporting attachments.
