Description
The California Highway Patrol is soliciting bids for onsite destruction services covering illegal drugs and other controlled substances, cannabis and psilocybin, vape pens and batteries, electronic waste, and biological hazards such as bloody clothing, used syringes, bodily-fluid samples, tissue, and other contaminated items. The contractor must provide all labor, equipment, materials, protective equipment, transportation, permits, and licenses; use mobile onsite technology that renders controlled substances non-retrievable; comply with Drug Enforcement Administration, California Environmental Protection Agency, and Department of Toxic Substances Control requirements; and provide DEA Form 41 and related destruction records. At least two authorized CHP employees must witness each controlled-substance destruction process, and the resulting non-retrievable waste must be transported off-site for disposal. The agreement is intended to be awarded to the responsive and responsible bidder offering the lowest cost. Pricing is requested per pound for narcotics, electronic waste, and biological hazards, with estimated quantities of 200, 300, and 50 pounds respectively. The agreement is budgeted at $50,000, with payment based on actual services rendered. Bidders must submit the required forms, references, licenses and certifications, and business documentation, including evidence of a valid Hazardous Waste Transporter Certificate issued by the Department of Toxic Substances Control. Services are generally expected during normal business hours, Monday through Friday, and assigned personnel may undergo driver-license and fingerprint checks before facility access.
