Description
The California Department of Transportation is soliciting bids for on-call hazardous, biological, environmentally regulated, universal, and related waste management services in Madera, Fresno, Tulare, Kings, and Kern Counties. The scope includes providing and maintaining 20- and 40-cubic-yard bins; delivery, pickup, exchange, removal, loading, transport, and lawful final disposal or recycling; waste profiling, labels, manifests, certified weight documentation, and disposal or recycling facility coordination. Waste streams include treated wood waste, tires, contaminated soil and absorbents, petroleum-related materials, corrosives, polychlorinated biphenyls, and other regulated materials. The estimated agreement term is December 1, 2026, through November 30, 2029, subject to approval and notice to proceed. Services are on-call through service requests, with routine service during specified weekday hours and emergency response within four hours when public health, safety, or welfare is affected. The contractor must maintain extensive hazardous-material transportation, waste-handling, licensing, registration, training, and insurance requirements, and subcontracting is prohibited. Bids are awarded to the lowest responsive and responsible bidder; all required bid documents must be mailed or hand-delivered, and electronic bids are not accepted.
