Description

Valley Metro seeks a contractor to establish and operate an Outreach Safety Response Team Program for its regional light rail and streetcar system and associated facilities. The program will provide trauma-informed, community-based outreach; behavioral health response; crisis intervention and de-escalation; service navigation; referrals and warm hand-offs; limited transportation assistance; and follow-up engagement for individuals experiencing homelessness, behavioral health challenges, substance use disorders, social instability, or non-violent crises. Teams will consist of certified peer support specialists, with behavioral health professionals available where directed, and will operate as unarmed outreach responders in coordination with transit security, law enforcement, and community providers. The contractor must provide program management, staffing, training, vehicles, outreach supplies, an incident-management reporting platform, data collection, monthly and quarterly reporting, a final program report, and operational, staffing, training, community partnership, quality assurance, and transition plans. Services will be deployed across light rail stations, platforms, streetcar corridors, park-and-ride facilities, and adjacent property; bus operations and paratransit are excluded initially. The contract term is up to five years, with Phase 1 funded through a $1,000,000 appropriation and any continuation contingent on future funding. Required insurance includes commercial general liability, automobile liability, workers’ compensation and employers’ liability, and professional liability coverage.
