Description
The County of Orange Social Services Agency is soliciting applications from qualified private organizations, nonprofit organizations, and public institutions of higher education to provide counseling and parent education services for children, parents, caregivers, and families at risk of or with a history of child abuse or neglect. Required service components include counseling services and parent education services; applicants may also apply for optional sexual abuse counseling services. Counseling may include intake assessments, individual, conjoint, family, and group sessions, while parent education includes a three-class curriculum addressing parenting, child development, communication, stress and anger management, positive discipline, and abuse and neglect prevention. Applicants must have the required California-licensed or appropriately supervised staff, five years of recent comparable experience, the ability to provide services in English, Spanish, and Vietnamese, and an office in Orange County or the ability to establish one. Responses must include the required electronic portal questions, forms, references, certifications, and supporting uploads. The contract term is July 1, 2027, through June 30, 2030, with a possible two-year renewal. Estimated funding is $1,260,000 per year, or $3,780,000 over three years, shared among all selected providers; no minimum referrals or funding are guaranteed.
