The State of Hawaii Department of Human Services, Office of Youth Services, is soliciting proposals for community-based outreach and advocacy services for youth ages 8 through 24 who are at risk for justice involvement, along with their families. Services must actively engage hard-to-reach and vulnerable participants, address immediate and long-term needs, provide case management and individualized service planning, coordinate and refer participants to community resources, conduct advocacy and warm handoffs, and provide transportation when necessary. Providers must use culturally responsive, trauma-informed, inclusive, and evidence-based or best-practice approaches, maintain appropriate facilities and staffing, conduct background checks and training, and monitor service outcomes. The initial contract period is January 1, 2027, through June 30, 2028, with one possible 12-month extension. Multiple awards may be made by service area. Projected annual funding is approximately $295,000 in total, allocated among Oahu districts, Maui/Lanai/Molokai, and Kauai; the solicitation states that these are projected funding ranges rather than predetermined award amounts. Proposals require comprehensive program, experience, staffing, service-delivery, financial, compliance, and supporting materials, including prescribed state budget forms and performance-plan documentation.
