The State of Hawaii Department of Human Services, Social Services Division, is soliciting proposals for Child Welfare Services Home Visiting Services across seven geographic areas statewide. Services will support expecting parents and families with children from birth through age five, including initial contact, assessments, individualized family plans, in-person home visits, referrals and care coordination, parenting education, child health and development support, transportation assistance, transition planning, follow-up, satisfaction surveys, and case-file maintenance. Applicants must select and maintain affiliation with either the Parents as Teachers model or the Healthy Families America Child Welfare Adaptation model. The solicitation requires qualified staff, background checks, training, reporting, quality assurance, secure records management, and coverage of the proposed geographic area. The initial contract term is December 28, 2026, through June 30, 2028, with up to four extensions and a maximum term through June 30, 2032. The maximum annual amounts vary by geographic area, totaling $4,466,656 across all areas.
