Description
The County of Los Angeles Department of Children and Family Services is soliciting proposals for Partnerships for Families services intended to prevent child maltreatment, improve child safety, preserve families at moderate to very high risk, strengthen protective factors, and expand the community safety net. The County anticipates awarding ten contracts: one for each Service Planning Area and two countywide contracts serving Asian Pacific Islander and American Indian and Alaskan Native communities. Required services include home-based case management, motivational interviewing, linkage and advocacy, concrete support for basic needs, psychotherapy, health and parenting education, structured parent-child and family-centered activities, intensive support related to domestic violence, mental health and substance abuse, early care and education, capacity building, outreach, reporting, and quality assurance. Providers must generally be nonprofit social-service organizations or public entities with 501(c)(3) tax-exempt status, at least five years of relevant experience within the last seven years, and an administrative office within or adjacent to Los Angeles County. The anticipated term is one base year with four one-year renewal options; the maximum annual funding for all ten contracts is $10,663,868, subject to funding availability. Proposals must include separate business and cost proposal files, financial statements, required forms, corporate documents, narratives, references, and supporting certifications.
