Description
Harris County Community Supervision and Corrections Department is seeking one or more qualified providers to deliver Level III supportive residential substance abuse treatment and cognitive, criminogenic interventions for female offenders referred through the Women Helping Ourselves Program. Services must be provided in a Texas Department of State Health Services-licensed facility, with up to 17 beds anticipated and no guaranteed minimum number of referrals. The program serves women who may be pregnant or have newborn infants and may have co-occurring disorders. Providers must offer gender-responsive, trauma-informed treatment; cognitive-behavioral programming; counseling and structured activities; screening, assessment, treatment planning, aftercare, relapse services, family support, mental-health services, reporting, and client safety and security. Facilities must meet specified staffing, supervision, controlled-movement, licensing, curriculum, perimeter-security, and applicable treatment standards. Responses must include proposed service methods, daily schedules, aftercare plans, timelines, treatment locations, accessibility information, group schedules, organizational and staff qualifications, resumes, licenses and certifications, financial information, at least three references for similar services provided within the past five years, evidence of at least five years of relevant experience, legal disclosures, questionnaires, pricing, and required certifications and insurance documentation. The solicitation is structured as a one-year base period beginning on or about February 1, 2027, with up to four one-year renewal options. Harris County anticipates a single-vendor award but may award to more than one vendor.
