Description
The City of Austin is soliciting a competitive sealed proposal for an indefinite-delivery/indefinite-quantity construction contract supporting Austin Energy's chilled-water system in the right-of-way. Work assignments may include installation and repair of 8- to 30-inch chilled-water supply and return pipelines; open-trench excavation, tunneling, jack-and-bore work, dewatering, shoring, hot taps, valves, fittings, pipe insulation repairs, communications conduits and fiber-optic cabling, manholes, backfill, grouting, testing, flushing, chemical treatment, and integration with existing infrastructure. Contractors must also provide traffic control, street, curb, sidewalk, and pavement restoration, spoil removal, construction management, emergency response, quality control, supervision, equipment, materials, bonds, insurance, and related incidentals. The initial contract term is 24 months, with two possible 12-month extensions, for a potential four-year period. The initial term has a not-to-exceed amount of $10 million, each extension may be valued at up to $5 million, and the total potential contract amount is $20 million, subject to appropriations and with no guaranteed minimum. Evaluation emphasizes comparable chilled-water pipeline experience, tunneling and jack-and-bore experience, hot taps, welded steel piping, urban traffic control, safety, financial capability, past City performance, key personnel, subcontractor experience, and sustainability. The proposal must include the required price, experience, safety, compliance, certification, bid-guaranty, and MBE/WBE materials.
