Description
The City of Newport Beach is seeking two qualified contractors to provide official police towing services on a weekly rotation basis. The scope includes towing and impounding vehicles involved in police emergencies, accidents, abandonment, traffic obstruction, evidence holds, and other authorized situations; storage and release of vehicles; towing motorcycles, boats, trailers, large and oversized vehicles; removal of vehicles from parking structures and off-road areas; winching; and roadway cleanup of glass, accident debris, and fluid-absorption materials. Proposers must have at least five years of documented official police towing experience, maintain compliant storage facilities within Newport Beach or within three miles of the city limits, provide 24/7 availability, maintain specified towing equipment and storage capacity, respond within 30 minutes, comply with Newport Beach Municipal Code Chapter 5.15, and maintain required insurance and a City business license. The solicitation requires a qualifications-based response, including firm experience, storage-lot qualifications, service approach, references from at least three agencies, legal-compliance information, sample invoices and reports, CHP tow-vehicle certifications, and a driver policy manual.
