Description
Pierce County is soliciting proposals for one or more contractors to provide county-wide, on-call towing, vehicle recovery, secured vehicle storage when applicable, and roadside assistance services 24 hours per day, seven days per week, including holidays. The scope covers County-owned fleet vehicles and Pierce County Sheriff’s Office requested tows from locations throughout Pierce County and participating contract cities. Contractors must provide appropriate Class A, B, C, and E tow-truck capabilities, equipment, labor, personnel, centralized dispatch, two-way communications, and a response within 20 minutes of dispatch. Services include accident clearing and debris or hazardous-material removal, abandoned-vehicle and evidence tows, traffic-safety and code-enforcement tows, specialty and complex recovery, vehicle impoundment, secure and segregated storage, investigative-hold handling, legally required owner and lienholder notices, vehicle-release procedures, direct billing for vehicle recovery, and monthly operational reporting. Minimum qualifications include applicable Washington towing licenses, registered vehicles, appropriate commercial driver’s license endorsements, and a hazardous-materials license. Proposers must complete the electronic RFP questionnaire and provide qualifications, service-delivery, storage, equipment, billing/reporting, and pricing information; required licenses and supporting documentation must be uploaded where requested.
